I can only speak for people that I know in Philly, but at this point there is so much anger towards the current management, many refuse to go.
In fairness too, it's never fun to watch a crummy team live. Especially if the tickets aren't free.
I hesitate to get into a fanbase argument, but I don't think that either is hopeless. The Phillies are a bad team, and from why would anyone ever want to go to a fucking baseball game in Atlanta in the dead of summer?Comment

Tampa has been winning pretty consistently this decade and still finds itself at the lower end of the attendance spectrum. You see the same thing in Miami across all their sports.
I don't think region is the only determining factor though. For example, the Warriors have had one of the best NBA crowds for awhile now, and yet just across the street the A's never seem to have a sold out game.
I think it's more about individual teams in this day and age, rather than regional groupings. With the ability to see every minute of every game across all the major pro sports, you're starting to see a lot more people move away from regional loyalty as the sole reason for supporting a team.

I was at the game on Monday for dollar dog night. Had standing room only tickets and moved down in the 5th to left field, about where Uggla's grand slam landed. Was empty but I guess in Philly's defense it was a cold and windy night at the ballpark.Comment

Dollar Dog is infamously College Night. 1.) Tailgaiting in the cold sucks. 2.) Season holders tend not to go with the violence and crap over the past few years.Comment
