Fox canceled the 24 movie.
 
Fox is leery about letting too much time lapse between the end of 24 and the release of the film in theaters, based on its experience with The X-Files.
The first X-Files movie debuted in theaters in 1998, while the hit television show was still on the air. X-Files grossed a handy $189.2 million worldwide. The second film, The X-Files: I Want to Believe, was released in 2008, six years after the show’s final episode.

Poor reason to be worried, the reason the second X-Files bombed because it was just an 90 minute version of an ordinary monster of the week episode that had nothing to do with the overall mythology.

If it was a movie that continued the story where the TV show left off (the impending Alien invasion/colonization) it would have done alooooooooooooooooot better.

Shame they fucked it up so bad, they could've just waited and done a second movie this year since the invasion was meant to begin on 21/12/2012 (that Mayan bullshit), so they could have tied it in nicely with that.
