When they won it in 2006 all 23 squad players were playing in Italy at the time. They didn't do that badly in 2008, losing to the eventual champions - on penalties (after being the only team not to concede against them).
England might actually do well with Capello in charge. He'll get them to become one of his efficient, grind out results teams.

How is trying to win a free-kick or penalty not using competitive spirit?

Paying off the referee is illegal.
And diving is against the rules. If its obvious, it results in a card for the offender. So they are both breaking the rules. Its the same basis. If they are both breaking the rules to try to win, why wouldn't you be in favor of both?
What about fouling with intent to injure? Its against the rules, and technically illegal (can be seen as assault), but if you put in a leg-breaker tackle on their best player, you have a much better chance to win. Again, its all in an effort to win...
Watch Boulahrouz in the video Senser posted. He put in a nice challenge on Ronaldo that removed one of Portugal's threatening players. PremierLeague teams should take note.
Diving only gets you a caution. Paying off referees gets you docked points and possibly relegated. What would you have done if you were Fabio Grosso and someone was stupid enough to lie down in front of you in the box?

I never thought of the Grosso-Australia incident as a dive. It's not Grosso's prerogative to get out of the way of a lousy challenge.
