If USC can rise again, the Pac12 might be the best conference in America.
They have a ton of strong tier two teams...lacking that elite of the elite, which USC can offer.

Pretty obvious that he didn't want the pressure and expectations that comes with a higher profile gig. He's also made it known for a long time that he wanted to stay in the NW due to his son's medical issues.

That is ok...
All of those schools are capped at tier two (Oregon is the only team that doesn't have a ceiling). If one falters so that USC can rise back to elite standards...the Pac12 will be at that elite level. The team that needs to falter...probably UCLA. They've been making bread from poaching SoCal talent the past few years (one major reason is USC simply couldn't take the volume of players they are used to).

Not true. The SEC just has more teams that can vacillate between "tier 2" and "elite". To borrow Larry's phrasing, fewer programs with a "ceiling," but there is still a finite number that can be on top at any given time.
Alabama, Florida, Auburn, Georgia, Tennessee and LSU can not all be "up" at the same time. South Carolina under Spurrier has managed to strong arm their way into the upper tier as well.

You just don't get it do you. The elite schools in a conference can almost never be on top at the same time due to those programs always recruiting the same caliber of players, often from the same regions.
USC, Oregon, Stanford, Washington, UCLA would find it very hard to be on top at the same time because in order to do so you need the top players from the west coast, just isn't enough to go around.
Same goes for the south and the SEC, except you can also throw in Florida State, Miami, Clemson, Ohio State now with Urban, all recruiting from the same player base.

College football is cyclical.
Miami, Florida State, and Florida can not be on the top at the same time. Impossible.
The State of Florida has more talent than anywhere and it can't support success to all three at the same time. They recruit from the same pool. Impossible for all of them to be elite at the same time.
In the SEC, still, there is an elite...Alabama, LSU, Florida, Georgia...but again, those teams aren't always elite at the same time. Before Alabama rose up, Florida was at the top, before Florida, it as LSU. Georgia has consistently been in tier two for a while now. Always in the mix, but never elite. Georgia is always in the mix for the same players as UF and Alabama. When UF is up, Georgia or Bama isn't. When Bama is up, Georgia or Florida isn't, it is how the world of CFB works when you are working with a depreciating resource (athletes). Only enough for them to go around.
