No clear cut best. Ledger/Ramiro/Nicholson all played different variations of the Joker, it really depends on which version you like the most. I'm going to go ahead & say Ledger as I loved the psychotic genius from The Dark Knight.
Nicholson was the first actor to show the true dark nature of the Joker, so he should get props. Before him, the Joker was really a harmless prankster.

Yeah, this isn't a totally fair topic...Ledger brought the whole package because he had the opportunity to actually PLAY the Joker...however, Hamill as the voice of the Joker is, based just on that, amazing. He's EXACTLY what the Joker should be.
Nicholson stunk IMO (he was himself in white paint) and Romero wasn't supposed to be accurate to the comics really. I mean, shit, you could see his mustache under his face paint.

hamill and ledger in a close race, with ledger winning by a hair.
romero was a comical joker, didnt shave his moustache as he was a cuban actor. due to him being in different roles, he never shaved his moustache. he was the first to play the joker on the big screen tho.

Honestly, I'd say Romero. He played his version of Joker the absolute best. For years, he WAS the Joker. That isn't the say his version of Joker was the best or that he was the best actor of the 4, but he did his portrayal of prankster Joker better than anyone else did in their portrayal.

I'll never get over Ledger's portrayal. It was hard to believe that a regular human was behind that performance.
I don't know if I agree here, and I don't get that quote "For years, he WAS the Joker." What difference does that make? I'm not saying you're necessarily wrong, but if anything I think Romero should be thrown out in comparison to Hamill and Ledger if only because he was the Golden Age version and obviously very different. Hard to argue that Romero "is" the Joker when for the last 30 or 40 years, the Joker hasn't been the prankster villain, but rather the homicidal maniac that occasionally murders people with a prankster mentality.
Nothing and no one from the original Batman cast are the best because the show was built as a camp comedy (and a fantastic one) rather than something meant to demonstrate Kane's vision for the character.
Yeah I know...I think my overall point was that the original Batman stuff on the big screen, etc...was much more comfortable with a comedic camp route than what the source material was intended to be. Hence why I think they had no problem casting a Joker that wouldn't shave his 'stache.

Was never that impressed with Ledgers Joker. Hammil oozed "Jokerness" , Cesar Romero obviously couldnt do anything but the camp side... Nicholson was pretty balanced and was both psychotic and ridiculous.
But again last I saw 89 Batman was almost a decade ago.
