No , you can see in the first video that a "import draft class option" comes up then he says during the Bears game that import draft classes wont be on the online franchise .

"We tried to get everything into it , mostly focused on making sure guys could trade and change depth charts and such"

Just to verify, you can still import into offline franchise, just not online.

Online franchise is the base that the future offline will be built on from what I understand, but they needed to get it working online this year before they could really fill it out. Offline, they took the base that was there, reorganized it, and fixed the problems.
