Umm, as I just said, you can.

The whole "no imported draft classes" thing only applies to online franchise. Offline has lost no functionality from last year, they've just reorganized it and fixed the broken parts.

This may have been asked already but is there a way to take an online franchise offline to import draft classes and then bring it back online?

No... online and offline franchise are two different creatures, unlike NCAA.
