i can never get my pitcher to even step off

if your leading him off the bag manually make sure you push L1 and not L2

It could be your controller. My old controller would do that sometimes because the analog stick was slightly off centered sometimes causing him to attempt to steal right when the pitcher started to windup.

are you holding the left stick to the left (direction of 3rd) then hitting x?
