Yes they are.
Just hit the R1 button while in the playcall screen and sub away!

Yeah, but can I set these and save them from game to game? Does the play clock and game clock pause when you do this? Or are you rushed like you're picking a play?

Damn. Well thats a relief. I thought those changes were just for the game you were playing.

you know you can do subs when in the playcall screen right? they stay set that way until you undo them later... they can last all 30 years of you're franchise.

EDIT: Dave beat me to it

but what about online? i know you can save your depth chart but can you do the same with formations?

You still can..Just sub him in by pushing right button.
