QB Accuracy

It seems that some guys just cant make certain throws. Is it because I have my QB accuracy slider lower? Or is it because he just cant make that throw? Should I just leave that slider at the default and have the ratings determine whether or not that is a throw a player can make? Is that how it was intended? Is lowering the accuracy a good or bad idea?

Remember this year they have the short, mid and deep accuracy for throwing, so that could be some of the problem.
