Fielding throwing question

I know there are no throwing meters on the fielders.

So is it random how good throws are to 1st and wherever you are throwing it?

There is a circle under the fielders that sometimes is red or green? Is that user controlled and something triggering it?

Fuck, I traded this game in a while back so it's hard to picture it in my head but I know there is some sort of meter by your player and it makes you throw it harder the longer you hold the base button. If it is full it will throw it really hard but it risks an error. When houtz reads this he will tell you for certain but I think I summed it up.
