Yeah that's my bad, I know I've left Shark hanging a few times too.. It's a combination of me not being used to Steam really, and the passive way I play the game.
When I'm home the game is usually always running and I use it as a tool to keep me busy while I'm doing other things.
In between sets while working out? Advance a few days..
Waiting for water to boil? Sign some free transfers...
Is their a recommended way to start the game to get the hang of it?
Just to get the hang would be to start at a club in either the Spanish, Portuguese, or Dutch League, where the top talent is high, and middling teams weaker, but still with access to European competitions. You can use the league season to get a feel for the game at one of the larger clubs (Barca/Real/Porto/Ajax/etc). I recommend starting with the tactic creator and just getting a feel for how they work in the friendlies. Player instructions are more key than in previous years, and you'll see what you're doing wrong in matches. The key things I look for are Possession%, Shots on Target, and Clear Cut Chances. The number of shots is a bit of a wash as you can easily get 40+ shots in these leagues per game but still only have 2-6 on target if your tactic is off.
As for the team management outside of matches, assign your scouts to their relevant regions, or interesting competitions with budding young stars. You can assume most players in the starting XI for Euro competition teams are 3-4 star players, but finding that 5 star potential 17 year old is really my main aim when playing. Don't make too many transfers to start, it will destroy chemistry. Always meet with players if their morale drops too low, and don't focus too much on media relations, unless you want to, it's mostly peripheral to the actual game engine.
My main goals in a game are:
-Keep team under average age of 28
-Possession Soccer
-5+ CCC each match
-<2 goals allowed per match
You will find that adjusting your tactics after some early results will begin shaping the results to your desires, albeit sometimes slowly.
Also, if you're going to go the route of creating your own tactic, don't worry about "conventions". 4-4-2 and 4-3-3 are nice, but experimentation is the best part of the game.
I'm messing about in 2nd tier Bulgaria trying to make an OP Pulis tactic. I noticed one of my strikers is 53 years old. So I shared a laugh with some of friends, and notice he's the goddamn former Prime Minister of Bulgaria; Boyko Borisov! Time to win this lad a golden boot, as we kick football out of racism.
Which version of this would be the best for me to buy. I have no soccer knowledge so I don't care at all about accurate roster / teams / leagues / tournaments ect. I just want the best game play. I really like OOTP, and 14 provided a solid upgrade in terms of new and better features, but 12/13 were basically indistinguishable.
Basically, is the "newest" version worth the extra $, or would I be fine getting an older version (can you even get an older version?)

You can still get FM13 (and probably 12) on Steam. I'd keep an eye out for deals and just buy the newest one. It was on sale for $20 over Xmas and will probably be that way again soon
