if you 100% the game you certainly saw him. I didnt remember him until the video. Probably because the sidequest was so forgettable. im surprised people would overthink that small character like that

I didnt 100% this game, but the amount of awesome shit in this game makes it one of the better games of this generation.

yeah i agree. there were so many memorable things and great things about the game. i guess that dude was one that stood out for Epidemik, which is cool. i didnt think much of him at the time but i find it interesting that he was so highly regarded by alot of people

I actually think you're in the minority on this one. The first time most people saw that character, myself included, there was quite a bit of discussion on who he was or who he represented.
