Unfortunately, this cropped up very late and it was the very first thing I worked on way back in January when I got here. Miami is actually set to zero precipitation in September because I was trying everything to get it to stop, but it didn't. I believe it's a bug related to dynamic time-of-day, but I'm not sure.
At any rate, I'm rewriting the system that determines the weather because the old system made zero sense, I just tried to do the best I could with it.
They should just unlock the option for the user to select the weather in franchise games, since they can't code random weather in properly.
Shit should not be difficult. If you know the average high/low and average chance of precipitation for a city throughout the year...seems real easy to set the game up so weather reflects what happens IRL. I'm assuming they'd have access to all that data and more since they have a partnership with The Weather Channel.Comment

It's amazing the new and creative ways they fuck these games up. Patches are the enemy. The consumer is the tester.Comment

Nah there was no testing involved here. They shipped the game knowing it was fucked up. Dude knew it was a problem in January.
Being realistic I don't expect them to be honest and say "Hey guys the franchise weather is broken, but please come out and buy the game anyway! Pre-order now!!"
But they should have at least given the user the option to adjust it.Comment
