They said it will fix ease of HR online and the AI aggression along with more issues but those are the only noted ones that will be fixed. They said they are hoping it can be released within a couple weeks.

did they say anything about the second base pick-off glitch?

Admin on 2ksports said it would fix the online league glitches, Homerun ease, and some other online bugs so I would believe the pick-offs would be one of there top fixes but they still havent released the official patch list yet.
