Yes, it's very story driven, but it's not a shit ton of cut scenes like a MGS game. And the cut scenes that are there are indistinguishable and seamlessly integrate with the game.

Yes and no. It has a similar cover system and the shooting is similar but there is way more stealth involved. Instead of just running and gunning you will have to carefully access each new are to seethe best way to get past it, and there are usually numerous different options and paths.
