I thought about this too. But Chris Redfield is the main protagonist of Resident Evil.

Leon S. Kennedy has never even came face to face with the Antagonist of RE also known as Wesker.

This in itself was enough to put Redfield abover Kennedy. Then it came down to Claire Redfield or Jill Valentine. While I see Resident Evil 1 as the best RE of them all. (hence they remade it 3-4 times.) Jill Valentine got the nod.

I don't want to get into a philosophical RE discussion, but RE 4 had far and away the best reviews of any game in the series. Redfield only faces Wesker as truly the villain in one game, (in 1 the Tyrant is the main enemy) while Kennedy is the only option in RE 4, Redfield is only 50% of the package.

It's also a personal choice for me, Kennedy is more normal in both games. He was a rookie cop, making him a lot more interesting in 2, and he wasn't AS roided out as Redfield in 5 (which was nowhere near as good as 4).
