Silenced sniper rifle makes the fort a breeze once you get past the gate guards. down caesar in two shots, then you just gotta swap to something close range for the praetorian guard. The 12.7 mm smg (i think thats the round size) or a combat shotty both work well as do landmines and, if your quick enough, rocket launchers

Ran into a bitch of a bug. I'm thinking about cheating my way around this.

In the GI Blues quest:

 

I'm at a point now where I should run over to the NCR people and negotiate a truce but it's bugged and everytime I get near them they turn hostile and in turn kills my NCR rating since I end up having to kill 9 of them. I'm unsure of what to do at this point since this part of a bigger quest with the NCR. Apparantly its common and I've tried almost every little trick people have suggested on other boards.
