Hard Cap Room?

While that was an interesting read, I'm confused in part by the way the game has it then. The article suggests Hard Cap is a salary cap you can not go over but Soft cap you can. Why then in the game does it say I have 30 mil in Hard Cap room but only 3 mil in soft cap room. When do I get the 30 mil, or do I never get to spend it?

You can go over the soft cap while resigning players with bird rights or if your team's salary rises over it from one year to another. You can't sign unrestricted free agents if your over the soft cap.

In the real NBA if your team's salary goes over the hard cap you have to pay the luxury tax, which is distributed to all teams below the cap I believe (?). I assume your playing 2K9 though, not sure how they deal with the hard cap, but I'm guessing your simply not allowed to go over it.
