Going through a list of Batman villains, I don't think there's a lot that will work terribly well. Many of them don't seem like they would fit with the very realistic society Nolan has established.

Harley Quinn would be too shallow without Joker in the movie, Killer Croc and Clayface are unrealistic and cliched, and many of the other possibilities are cheesy or wouldn't fit with the universe.

I think The Riddler is the most obvious possibility as a main villain; he is well known amongst casual Batman fans, doesn't have any extremely strange qualities that would ruin the integrity of the reality of the world. The Penguin is a slight possibility too if done right imo.

I wouldn't mind seeing Zsaz in a minor role.

What about Two Face? I know hes dead, but because of Ledger's death they could change the script.

One thing that sucked is if Ledger doesn't die the third film is set up perfectly for Joker and Harley Quinn.

Your knowledge of Batman's rogues gallery seems limited at best. There's plenty of good fits for the Nolan universe.

Bringing Two Face back would defeat the purpose of The Dark Knight's ending. No?

              Harley Quinn? Yawn.

It is limited, but they are more than likely going to stick with an at least somewhat recognizable antagonist to the general movie-goer.

Who do you think will fit in well?

I wouldn't be surprised if this next one had Riddler and Killer Croc. Croc isn't unrealistic, he is a circus freak who turns into a serial killer. It would suck to do the makeup, but get some big fucking guy and put him in there for the inevitable fight scene. Riddler wouldn't be a great fight scene, which is why you need Croc.

That's my little sister's favorite movie. For a chick flick, it's really good.

Besides Riddler, I think Penguin would work pretty well. He's born with a deformity, like in Batman Returns. (In fact, since it's on topic, I liked Tim Burton's directed/written movies more than the one's he produced that Schumacher directed. Schumacher kinda gayed it up to be honest. Like, Burton's were weird, but they were still more gritty and realistic... Though definitely not on Nolan's level.)

I like the idea of Croc, but no one's ever going to touch the Joker. The Joker is Batman's nemesis. He's his counterpart. As crazy as Batman is, Joker is crazier. as dark as Batman is, Joker is darker. His existence is to be the Satan to Batman's God.

With him completely out of the picture, who do we go with?

Hush could be good, but he's not as easily identified.

Catwoman, Poison Ivy bring in the feminine element. It just has to be done properly. And I have no doubt Nolan could do it.

While he may not be a major character, Scarface would work well in this universe. Paranoid Schizofrenic who projects his homicidal tendencies through his dummy.

Bane would work as well as he was basically just a steroid freak.

plus you have to take into consideration how many more batman films Nolan is going to want to do anyways. his star continues to rise and with the piles of money inception is making i can see him wanting to stick to his own homegrown ips in the near future.

Scarface would be very cool and could be a very interesting villain to have. I don't know if he can be made a main villain, though, like a Raz or Joker, but he could definitely be an ancillary villain like Two-Face or Scarecrow.

I don't like Bane as much. He was an incredibly smart person, not at all like any of the movie or TV show adaptations. He used venom to enhance his abilities and became even stronger. He was smart enough to actually figure out who Batman really was. His impact in the Batman series is kind of overblown. Unless Nolan changed a lot about him, he just wouldn't be that good of a character to have, imo.
