Edinson Volquez was great that year, 17-6, 200+ K's, 3.21 ERA, finished fourth in the voting.

Only one problem. He wasn't a rookie.

What would have happened if he had won? Second place finisher wins? Re-do the voting?

Soto won pretty handily over Votto, but let's say you have a year where the voting is tight, and 2nd and 3rd place votes changing could effect the outcome. Could they justify a re-vote if the always incompetent BBWAA gave a bunch of high votes to a non-rookie?

I would bet pretty heavily that they re-vote it..or basically treat the Volquez votes as if they didn't occur and whoever was 3rd on his ballots goes to 2nd etc.
