Pete is right it was Kevin Brown. He didn't get enough votes to stay on the ballot I believe. He was linked to PEDs which may have had an effect I suppose.

Looking closer, Kevin Brown was much better than my mind was remembering. Maybe I would vote for him. No added cache of two Cy Young's like Halladay is the only real difference. Also, his CG's are less impressive because he pitched during the tail end of the era where they were more common (and arms weren't falling off, but I digress), and never led the league, while Halladay routinely led the league.

A lot of Halladay's numbers came from pitching against a powerful AL East also. When he went to the NL, he was completely dominant. Can't imagine what his numbers would have been pitching in the NL East his entire career.
