This is the baseball version of "don't wind up in a roadside ditch". Like Empire I gotta assume this is simply a money saver over Garcia. Both are roughly equal at this point.

Santana, Minor and Floyd should be ready to join the rotation at various points in April/May, so Harang will hopefully no longer be needed after a few weeks.

He might not even win the 4th job out of camp, between him and Gus Schlosser. I think he has the leg up and I have him rostered in the NL Only just in case, but he is probably gonna be phased out once Minor, Floyd and Santana are ready either way. Could make a handful of spot starts down the stretch to keep Alex Wood's innings down. Beyond that I'm not expecting him to be a big part of the plans after we survive the lean days of April.
