        Even if LA does hit FA he wont be going anywhere since he us a RESTRICTED FA. The only way he leaves is through trade.

                Yes, he would be a restricted free agent. Meaning Portland could match whatever offer any team throws on the table for him. Assuming he doesn't sign an extension before the deadline this season.
