Harrison's prime from 99-02 was a better four year run than any four years Fitz or Owens have given us. IMO Harrison's prime was better than Fitz is now (not sure if Fitz has had his best season yet or not, time will tell) so I wouldn't want Fitz as is over a better Harrison. At least not until Fitz can break into the 140+ receptions, 1600 yard, and 15 TD's type numbers.
Holt I could see taking Fitz over, but Holt had more yards at this point of their careers and close in receptions. He shared the spotlight with Bruce and Faulk when Faulk was taking 80 receptions, and around 1k yards from the receiving game, and a lot of TD's went through Faulk as well. Holt's prime was amazing so personally I'd take Holt, but I wouldn't press him over Fitz.

I'm aware he played corner for most of his career. Still he did play safety and imo that qualifies him.
