Billy is officially the backup in San Diego but he's really used in a role to mentor Phillip and eventual backup Charlie Whitehurst.
I could see him being cut in September through if Whitehurst shows promise in the preseason

all of Volek's "amazing" fantasy stats came in the titans 4-12 season when they would get blown out and come out 3wide shotgun all of the second half
