    I am sure they will judge them the same way they have done it for the last few years. They really didn't change anything that hasn't all ready been in place other than saying they will suspend now. You can still hit a QB while they are in the act of throwing, it just can't be an illegal hit (hit to the head).

      But considering some of the thing that have been called as roughing the passer the last few years (eg a DE jumping to try to bat down a pass, and grazing the QB's head as he lands) there are going to be some bad calls on that.

          Even more gray area for the Refs to fuck up.

          They have a hard enough time calling penalties when the rules are straight forward. Your basically making half the game "the strike zone" where everythings up for interpretation.

          They should be worried on realistically defining what a malicious hit is not expanding the territory where weak interpretive rules apply.
          Best reason to have a license.
