Angelo and the Bears already have a bad reputation. It doesn't make sense for them to voluntarily give up a 4th round pick.
The Ravens want a 4th round pick in the draft from the Bears

As a ravens fan, It is pretty messed up that we fell back a pick because of the bears.
So is compensation needed? Not really, because we got who we wanted.
However, should there be compensation? Yes, when you agree to a trade and lie to the other team and continue to claim you accepted the trade and called it in. Then you force your trade partner to fall back (in the first round none the less...) you deserve the brunt that's coming to you.
I don't expect Chicago to give up anything and the NFL won't make them. However, teams (not even just the Ravens) will think twice before trading with Angelo.
