Title Games and Conference Championships are determined BY THE CONFERENCES THEMSELVES...depending on the # of teams in the conference. They all have themselves different methods of determining the winner. The Pac12 now has a championship game and the championship game is played on the home field of the superior team. The SEC has a championship game, but played on a neutral site, as does the ACC. The Big East's champion is simply determined by the winner after a Round Robin season.
The conferences themselves generate their own title game...its not a CARTEL issue. The conferences set their divisional alignment up, if they have them, into some semblance that maintains the integrity of rivalries and regional affiliation.
