Production budget. HBO shoots footage for a few days, edits it in two, and airs it on the next day. It'd be very costly both with equipment and manpower to do that for multiple teams.
That is pretty much what the behind the scenes stuff on "Inside the NFL" is like. Sucks it is no longer on HBO though (especially since I just canceled Showtime )
The best part of watching Hard Knocks, at least IMO, is getting into the battles for the last roster spot. They give you one or two underdogs to cheer for, and that's basically where the emotional investment in the show comes from. Everything else with me is just marveling at the production quality and the soothing sounds of Liev's golden pipes.
Do multiple teams, and do it year round.
You could have teams limit certain information and others who just arent that interesting make their appearance when they do something work talking about. I always get bored of Hard Knocks by episode 4 or 5 because I know its ending soon and most of the people I have just now started caring about are going to head into the season and do nothing.
