Todd Haley thought Tyler Palko was a viable backup last year.
Plenty of scenarios where coaches didn't know what they were doing or didn't know what they had in a player.
You really don't think that Quinn has had a fair enough chance to get a starting job? He came in for the Browns and fucking blew, on the same team that Derek Anderson took to a 10-6 record just a year earlier. Yeah, I know that teams can change drastically each year, but Quinn was given a clear opportunity to make that team his and failed to do so.

Anderson went 3-6 as a starter on that team the next year. Quinn got 3 starts. Could he have done more in those 3 starts? Absolutely. Is 3 starts really a fair chance to do anything with the Browns? I don't think so. Cleveland then went on to start Ken Dorsey for 3 games and Bruce Gradkowski for one game. Quinn "fucking blew" as you said, but so did everyone else the Browns threw out there at QB that year. The expectations were higher for Quinn because he was a first round pick. Quinn didn't play well, but Cleveland wasn't very patient with him, either.
My main point is that you can't make a good judgement on a guy after only 12 starts for an inept franchise. That's just my opinion. I compared Quinn to Palko because that's who he is replacing, not because they have similar skill sets.
