We still have the draft to go, but which teams do you think have had the best off-seasons so far? How about the worst?
Off-season Winners/Losers so far

Losers -
Cowboys.
Garrett still coach and probably still calling plays. Franchising a guy who probably can't play nearly as well at DE. Taking forever to clear cap space.
Contemplating keeping there worst lineman. Not going after any upgrades along the Oline. Paying too much to keep a player on the fast decline in Ratliff.
Unless Kiffin really is a magician everything has been a step back or treading water in terms of roster moves.
Denver not keeping Dumervil is a mind fuck... What a horrendous chain of events. You just can't lose a player of that caliber like that.Best reason to have a license.

I can only speak for Indianapolis, and IMO they were probably winners this off-season but it's important they be attributed nothing positive until on-field results are available.
I say that because it seems like a lot of the signings by Grigson were individuals other teams could have given money too but thought better of it. I'm talking about guys like Godser Cherilius and Erik Walden. It seems like the Front Office really likes these guys in the grand scheme for Indianapolis but everyone else sees average players getting more money than their worth. So I'm hesistant to say whether Indy was a winner this offseason, because of the negativity surrounding a lot of the guys Indy picked up due to the amount of $ Grigson paid them. I haven't heard anyone say the players outright suck, just that Indy paid them too much.
The reason I think they're winners though, is the fact that Indy is actually bringing in defensive players that fit the scheme. Last year Indianapolis was trying to play a 34 scheme with 43 personell. Freeney had a very quiet year and was unable to really get to speed in Pagano's D. Mathis had a solid year, but Indy didn't have the weight up front you need in your Nose tackle and defensive ends, and Zib in large part appeared to be a liability last year. So bringing in the beef up front with guys like Franklin and Francois (sp? out of SF), as well as bringing in a guy like Laron Landry, makes this defense look very different than the one last year.
Indianapolis also has the advantage that because they had so much money to spend this cycle of free agency, they were able to fill a lot of holes. Because of that, they should be able to pick up the BPA on the board when the draft rolls around and not have to reach for any specific position out of need.Comment

Too early, will wait for draft. Obviously, I'm not disappointed with the 49ers moves so far, but last year's draft was meh. However, I do have to say that I think Seattle is a perfect fit for Percy Harvin and that thought is absolutely horrifying.
It's looking like we've got a solid rivalry brewing in the NFC West.[REDACTED]Comment

I'm not sure I can really call the Raiders winners.
Lost some talent because either we needed to get rid of bloated contracts (Seymour, Tommy Kelly) or we just couldn't afford to keep a talented player (Philip Wheeler).
So the Raiders went out and signed a bunch of players to just fill the Roster pretty much and who could do a serviceable job but not too much more than that to replace these players.
Hopefully the offensive system Greg Olsen is bringing in will be a lot better than Greg Knapp's disaster of an offense or else the Raiders might very well end up with the #1 pick (as if that wasn't a possibility already).Comment

in Indianapolis he was usually the Strongside guy in a 43 scheme that was not the same thing as Dungy's tampa 2. At Georgia Tech he was a 3-4 outside LB. Last year he put up some good numbers and a lot of Colt fans were surprised to see the $ in the contract he signed for Miami.Comment
