    the A11FL is coming

The A11FL is a proposed spring outdoor American Football league scheduled to begin full-season play in 2015, with "Showcase Games" scheduled for May 2014. The league will have the same rules as the NFL, except that there will be no jersey number restrictions for offensive players, allowing any of the eleven offensive players to be eligible receivers depending on how they line up at scrimmage (known as the A-11 offense).[1][2] The President and COO of the league will be Mike Keller.[3] The A11FL is the fourth attempt to establish a spring league in the last thirty years; the three previous attempts at spring outdoor football leagues are the USFL (1983-1987), the WLAF/NFL Europe (1991-2007), and the XFL (2001).

It sounds like a mix of football and rugby, or something.

Every player is an eligible receiver? I'm not really getting it.

So the league is named after a gimmicky high school offense. Are they trying to get multiple teams to run this offense? Are there gonna be players we might actually know the names of like the UFL? This sounds interesting to say the least.

They specified that it depended how they lined up.

What confuses me about it is what about unbalanced formations on offense?

Depending on how stupid with it teams want to get you could potentially line up defensively and not know who is gonna block and who is gonna go out on a pass route.

This will bomb worse than the XFL. While there is huge popularity surrounding football, especially the NFL right now, it's hard to get people to care for a gimmick like this. They know it's not football, so why even try? The fact that someone went around and got investors to fund this is crazy.

Not sure anything can bomb worse than the XFL, but I see your point.
