I'd say when his punishment is a $30 fine and some community service that most people don't find this to be too big an issue.

I like how their strategy for lowering crime, is to change the definition of crime instead of constructive changes that would stop people from acting like deadbeats. It's like Penn State saying licking titties isn't rape, in order to lower the amount of sexual predators on that campus.
