Why is Mayweather remaining silent through all of this?

He clearly isn't interested in fighting Manny at this point in time. He's not willing to negotiate or open up talks. He's just sitting quietly ignoring all of this because he doesn't want to fight. That's all there is to it. If he wanted the fight he'd speak up and let everyone know that the terms have not been agreed to, at the very least.
