Doubt anything changes beyond what's already been done. I think its just a scare tactic, to show the GMs that even what they were allowed to do before won't fly in the future.

Which is the best thing for the league. You don't want teams throwing out massive contracts to everyone just because they can. What is to stop them from taking 3rd and 4th line players, offering them up a heavy front end contract, and take on 3 or 4 years. Same money to the player, less of a cap hit, and you keep your depth players longer.
