I would disagree, because its the passing thing that sets the QB position apart from other positions. Gwynn still has to hit for power and field his position, Houston still has to pass and play defense, but Rogers being the best passer in history is sort of above those two examples. It would be like saying Dominik Hasek is the best goalie ever at "blocking shots", or Morten Andersen is the best kicker ever at "kicking field goals".
In terms of mechanics , and ball placement
Knowing the offense
Reading the defense
Making adjustments to the line
Seeing the same thing your WRs are seeing
Adjusting your backs for blitz pickups
Selling the snap count
Selling the play action or draw
Going through progression
Not panicking under pressure
Taking a hit
Protecting the ball
Resolving a broken play or getting out of the pocket when necessary
Knowing which WR to throw to and what spots to avoid once the ball is snapped
Thats alot of things a QB has to do before "planting your feet and delivering an accurate throw" comes into place. Guys like David Carr and Carson Palmer come to mind as guys whos mechanics were all over the place but in a bubble would deliver these gorgeous accurate throws. But once the other factors came into place erratic was the word of the day. Considering Michael Vicks and McNabbs success with terrible ability to consistently put the ball exactly where it needs to be , or Romos critics despite nearly always putting the ball where it needs to be but screwing up by fumbling or throwing a dumb screen before the half. Being the best passer doesnt equate the best QB.
