Looking at the map you could split it into East/West (more like SE/NW) so that Penn St, Ohio St, and the teams from Indiana and Illinois are in one division and Michigan is in the other division with Michigan St, Iowa, Wisconsin, Minnesota and Northwestern. The only issue from that is the championship game would be redundant if Ohio St, and Michigan met a week later. So they would pretty much have to be in the same division.
Call the divisions whatever you want:

Penn St is the odd team in that alignment but as you said Mich and OhSt have to be in the same division. And even if you put Penn St in with Mich and Oh St who comes over from the other division? Cinci if they are in? Doesn't make since to have Mich in one division and Mich St in another, same with Purdue/Indiana. Having Mich/OhSt in the same division kind of fucks everything. Honestly for it to geographically make any sense at all you'd have to ad a team like Mizzou, Iowa St, or NIU.
