The first season or two really just kind of introduce you to the characters and set the environment and system up.
It's as if the directors wanted to keep it simple in the beginning so the viewer could just get an understanding of the relationships, characters, conflicts, and system that the cops and Avon implement. Once they establish that, they start to peel back the layers and really begin to dig deeper and deeper and the real storylines begins to unfold.
