You can buy them in the weekly deals section. I don't think alot of people know this as I see them going for more than they're worth in auctions.

no theres a set number of plays, if a player is in for that amount of plays then he loses a contract point. I know its more then 3, I've been trying to monitor it. The problem here is kickoffs, So I've been trying to hold back from scoring so I dont waste a contract. I wanna say its 8-10 plays. When starting up you want to use nothing but your basic sets against the cpu... 3-4/4-3 or i form normal, strong i etc, that way your minimizing exposure and getting the most value from your starter pack.

Also a tip:

Everybody frequently check the Auction block, go tot eh position you need, the overall you want, sort by buy now, you'll be surprised there are some really good deals. Always check contract lengths tho.

And when collecting players. Say you have an Silver FB... his contract has... lets say 9 games, your down to one left. Rather then spending 250 on a contract, check the auctions for a FB with similar skill sets, and just buy one with a decent contract left, most FB's go for 100-200 coins and this is way cheaper. I would never suggest using a contract for any bronze or silver player, it will be cheaper to buy a new one!

Another note. When going with legendary players just look out for them. I had an Andre Johnson, and a legendary Andre Johnson/ 98 and 99 ovr. while paying 3000 for the legendary with the shorter contract the ONLY different attribute was awareness. Look out for these things. Then I sold that legendary Johnson for 5,000 coins

Value is down on it, everybody wants that Culpepper card if they want a mobile QB... Id say post it starting around 1,000 if it doesnt sell then you should get 800 at the least, I havent worked the auction in the past 24 hours tho so it could be different. With players liek that, hes not great in the game, hes a... "trophy" card. People want him not to play him, but just to have him. Depends on how desperate the guy is on the other side, search the block for legendary, QB, Falcons, and 81 ovr. It will bring you right to the Vicks and you can gauge how much he's going for.
