for further reference, I hit MS Paint and drew a little picture (yes I know, strong Paint skills... sike)
from the Red X's, you could not chip. from the white ones, it would be okay to chip because there is NO WAY a putt could roll to the pin without going into the rough, fringe, or bunker.
NOTE: the arrows are the direction of the break. if the putt were breaking hard from left to right, the left white X would then be red (no chip), because you could ride the break around the rough, and get the ball to the hole without it being impeded by any longer grass.
simple enough, right?
