Put the sports gaming forum in with the arcade. if the sites focus is not on gaming, then you dont need 2 different forums for it. Just have 1 gaming forum for all topics of game. The separated forums dont have enough activity to warrant being separated.

Put the franchise forum as a sub of the arcade. This will allow people who would never see a chise to be able to see them. Then also allow the dedicated chise guys, who dont post in the arcade to be able to see the arcade. This is a good way to allow the sites current members to generate more activity. By keeping them separate you are preventing potential activity.

Obviously the league forums should be kept separate
