You get a matte/chrome paint chip every 30 cars you own, and they are random. However, I'm pretty sure there is a car in the new dealership that you can pick that one. The Mercedes SLS AMG maybe?

I don't think I got a black matte chip for 30 cars. I should check my paint chips. Wouldn't mind using the color on the wheels of some of these cars or on the Camaro

No you get a random chip for every 30, 60, 90, etc cars

I've gotten Matte Light Blue, Matte Dark Blue, and Matte Light Green
