As far as leaving Stilwater goes:
SR2 had an ending in one of the DLCs where one of your former homies from the first game betrayed you (the guy who went on to work for Ultor Security in SR2).
After you finish the last boss, he escapes and you go after him outside the city.
No telling if it's considered canon though.
If had the option, I'm sure they'd make you create another character and go apeshit on Stilwater again.

- Same hero. Johnny Gat and Shaundi return too.
- Steelport is the name of the new city.
- Four gangs: Morning Star are "suit-wearing, chain-smoking European baddies straight out of a Bond film". The Luchadores, or "the muscle" are masked wrestlers that drive around in SUVs and deal drugs. The Deckers are "computer nerds" that deal with security and money laundering. The STAG Unit (Special Tactical Anti Gang Unit) are "tasked with riddling the streets of any gang," whether it be the Saints or Syndicate.
- New leveling system: Respect works exactly like XP, earn enough and you rank up giving you access to new perks and abilities to purchase.
- Weapons can be upgraded: scopes, grenade launchers, under-barrel shotguns, ect.
- You can tweak the cosmetics and performance of your car: spoilers, underglow, durability, torque, ect.
- Multiplayer has been removed, but co-op still remains.
- There's a new RC gun that shoots out an electronic bug that allows you to control vehicles, eventually upgradeable to control tanks and planes.
- Missions can be finished in multiple ways, for example you can blow up a tower, or lead a team in and take control of it, thus giving you a new base of operations.
- L1/LB is sprint, but also a modifier. Volition refers to as the "Awesome Button", because it can amplify almost any action you do - you can shorten car jacking to a dive kick through the window, sending the driver out the other side.
- Running Man like game show where you compete with other Syndicate featuring fire traps, weapon drops, mascots, and hyperactive Japanese announcers.
- Tank Mayhem places you into a tank and tasks you with destroying specific high value targets.
- Guardian Angel requires you to drive carefully around town as a tiger hangs out in the back seat. If you're playing in co-op, your partner must assault the tiger to keep him out of your hair.
- As opposed to the random nature of these activities in previous games, these Hijinks are tied to the Syndicate war. Mayhem missions reward you for taking out Syndicate property, and the goofier ones like Insurance Fraud and Guardian Angel are billed as training exercises to strengthen your character so can face the enemy without fear.
