That's because MS actually said it, a year or so before the 360 release. They of course renegged on it. Just one of many promises they, and basically all game companies, failed to keep.

They hyped up this Live Rewards card before...didn't pan out.
I remember that piece of shit card. One of the few places that was a participating retailer anywhere near me was a Hollywood Video. Everytime I showed them the card they looked at me like I had thre heads.
