Your stadium has to fall below 40%(I believe was the number) in rating for a team to move. I believe the only team that can move right away is the Raiders.

Yeah that's true, but I remember reading somewhere that they made it so you can turn that requirement off when you start your Franchise so you can relocate whenever you want, which is what my roommates and I will do.
