Have you ever heard of a catch-22? It's basically what you're saying. You are saying the Heat wont sign a star until Wade is "locked in" to a deal with them. Problem is, Wade probably wont be "locked in" to a deal unless they sign a star.
The difference of this situation, which stops it from being a catch-22 is that there is an alternative... The Heat can sign a star regardless, and then even if Wade DOES end up leaving for whatever reason, they still have that star, instead of Wade leaving town because the team didn't do anything to improve the situation in Miami.
Signing a star is a win win. Worst case scenario here is Wade leaves, and they still have a star on the team. Best case, Wade sees that the team is willing to pay to win, and stays in town, and then you have 2 star players.
Yeah I know what you mean, and I get what you're saying and agree with you. I'm just saying and thinking that Riley wouldn't do anything major until Wade makes a move as well. I think we'll have to wait till the off-season when/if we re-sign Wade and then add another star for him to play along with.
