The owners want to be able to contract teams without talking with the union. They also want to be able to cut into the players share of BRI should they contract teams during the deal.
They also want off season drug testing including some issues where they would need blood testing.
In addition to other smaller issues, there's a lot of work that needs to be done to get both to agree.

Union is decertifying.NEW YORK -- NBA Players Association executive director Billy Hunter says the union will not accept the owners' proposed collective bargaining agreement and will seek to disband the union and act as a trade association.
The union, whose members have been locked out since July 1st, also plans to pursue an antitrust lawsuit against the NBA, a move that likely jeopardizes the 2011-12 season.
"As of this moment, we're going to be in the process of converting the NBA Players Association into a trade associaton," Hunter said Monday.
Hunter said the union has negotiated in good faith over two years and feels that they have given enough, while the NBA was "not willing and prepared to negotiate."
"The players feel that they are not prepared to accept any ultimatums," Hunter said.
"Going forward, collective bargaining will not be how this process continues for us," added union president Derek Fisher. "We'll let our legal team really lead the charge."

It's a lockout, so unfortunately that is going to be the case. It ends when the players meet their demands, simple as that. Hunter and Fisher can fight all they want and try to turn the table but at the end of the day they'll have to accept the most fair offer.

The owners offered some concessions last week, but he players balked. That was their chance. The owners knew Day 1 that they had the players by the balls, and the players are too stubborn to concede this. The owners are not going to break. Some are losing less money by not playing. The union needs to just eat a dick on this one, they have zero leverage.Comment

Players had over 10 years with a ridiculously out of wack BRI that tremendously favored them. The owners are asking for a more balanced BRI and it's being balked at by King Shithead Derek Fisher. They should've agreed to the owners 51-49 BRI from a few weeks ago but instead are holding out for an offer that somehow still benefits them more, despite having no leverage.

Sounds like the secondary issues are why a deal couldn't get done.
Funny now that the former union is threatening (or in the process) to sue the league over antitrust issues while Stern is threatening to cancel all player contracts.
They're not playing this year.
What's silly is that everyone knew since before last season that this would likely happen and the old farts still couldn't work it out.
Fuck 'em.
