That is a blow to the head right? A blow to the head of a QB is a personal foul right?

If the QB gets smacked in the face through the facemask, should be a penalty.

The clip of Ngata I'm seeing, can't tell whether he hits him the face or not.

Yeah, clear shot to the face. Should've been called assuming the ref saw it. The ref in the background was on the opposite side so he couldn't see it.
