The losers in this are Maryland, who passed on Franklin years ago and instead ended up with Randy Edsall. Franklin's ties to the DMV is definitely going to hurt them long-term. Huge win for Penn State if it does indeed go down.

Franklin was also talking to NFL teams, so there is also the possibility he jumps at some point just like BOB did. That's the risk they are going to take.
